BCCS obtained IPC STATUS in Dec 2012 and has continued to maintain the IPC status throughout its years of operations

Vacated HOPE Centre in October 2020 due to SERS at 81 MacPherson Lane.

BCCS, a company limited by guarantee,

PROGRAMMES AND SERVICES

1999

S21 refers to the residents in 21 blocks of the Serangoon area that BCC targeted to reach 

through ad-hoc community events then.

As the targeted outreach to low income families continued to be a challenge, activities remained the large community-based ones.

Annual events organised jointly with BHZBRC centred around traditional festivals where families came together to celebrate. They included: 

• Lantern/mooncake Festival
• 5th Month Festival (Duan Wu /Dumplings Festival)
• Christmas Carnival

And other occasions with befriending opportunities: 

• Good Neighbour’s Week
• Residents’ Day
• Children’s Millennium Party
• Children’s Choir Lessons
• Senior Citizens Dinner
• Children’s Creative Hands

FREE TUITION SERVICE introduced at Lorong Lew Lian Residents’ Committee Centre.

Service was not restricted to students from low income background only as income data was still unavailable then.

THE LEARNING FAMILY PROGRAM was introduced in partnership with SECDC.

This was the first structured program offered which catered strictly to ‘parent & child’ from low income families, the intended target

First donation to BH Welfare Fund & Ramakrishna Mission made.

These went specifically towards helping the needy, the target of Wei Ni Community Services.

In partnership with SECDC, we started the Community Outreach Programme to the Elderly (COPE) to promote active ageing for senior residents at Lorong Lew Lian

KidsZone@Zhonghua was started in April 2018.

KidsZone@Cedar was established after MacPherson Primary School was merged with Cedar Primary School.

YouthZone Programme was started in February 2019.

During the Covid-19 pandemic, BCCS programmes pivoted and activities were adapted to small-group formats or virtual/hybrid setting.

BCCS focused on alleviating the plight of those trapped in loneliness, financial difficulties, family issues and other pandemic related problems.

2021

DreamsClub was launched in March 2021 to reach out to at-risk students, in collaboration with Cedar Primary School.

Enhanced Enrolment Program (EEP) for targeted Zhonghua Primary students who were frequent absentees due to dysfunctional family backgrounds was started.

Piloted Digital Active Aging (DAA) sessions at homes of beneficiaries at LLL in December 2021.

Enhanced Enrolment Program (EEP) at First Toa Payoh Primary School was started.

2023

Fun With Phonics which replaced CAPLE, is conducted on a weekday at Hope Centre.

Developing Young Leaders was launched in April 2023, replacing the YouthZone Program which was suspended during the pandemic.

Regrouped all our seniors work under Fun With Seniors. Programmes include Community Active Ageing, Home Digital Active Ageing and 2 new additions in 2023, namely:
1. Jiale 家乐 at Hope Centre, a collaboration with Kingdom Community Church volunteers, kickstarted in April 2023 ; and
2. Programme for Wheelchair-Assisted Seniors at Blk 6 RC, LLL piloted in October 2023

In 2023, we extended help to nearly 300 individuals with free Iftar meals and free groceries, covering both Lorong Lew Lian and MacPherson areas.

2023 marks the final chapter of our after-school programmes such as Kids zone EEP and reading programmes; this enables us to prioritize and redirect our efforts and resources on other impact programmes
